GOP will provide budget leadership

I began my service in the Virginia House of Delegates in January, 1982.  I cannot recall the precise amount of state spending in 1982, but it was probably around $3-4 billion a year.  Fast forward 26 years to January 2008, and the Virginia House of Delegates will be considering a budget bill offered by Governor Tim Kaine, (D), that proposes to spend approximately $40 billion a year!  During my tenure, I have seen numerous budget bills.  However, I believe that the last 2 year budget proposed by Governor Mark Warner, and the current budget proposal offered by Governor Tim Kaine, both Democrats, rate as the worst by far. 
Before I prove my point, let me qualify my argument by stating that the government’s ability to satisfy demand for services is limited by the available funds, and that this demand is always greater than the supply of tax revenue.  Therefore, the perfect budget is unattainable.  This is where leadership comes into play.  The task before the Governor, the Virginia House of Delegates, and the State Senate, is to set budget priorities. 
Governor Mark Warner’s last budget failed the leadership test.  Rather than make tough calls on spending, Governor Warner took the unprecedented step of inserting a $4 billion dollar tax increase into the budget bill.  Why make any tough spending decisions, when you can just pull $4 billion out of thin air?  I am proud to say the VA House of Delegates stepped up to the challenge and produced a budget that was balanced, and did not include Governor Warner’s massive tax increase. 
Like Warner, Governor Kaine has also discovered some “creative” ways to increase the revenue available for spending thus eliminating the need for making tough decisions.  Governor Kaine’s introduced budget bill “raids” the Transportation Trust Fund of $180 million. I guess the Governor is hoping you have forgotten the “Transportation Crisis” of 2006-07, brought on by “inadequate” funding for roads!  Apparently the Governor, and his fellow Democrats, believes that funding a universal pre-school program is a higher priority than improving our transportation network!  Now you know why I opposed raising the tax on gasoline!  I believe these funds should be used for transportation period. 
Kaine’s next questionable move siphons $261 million from the “Rainy Day Fund”, which is used to balance the budget during challenging economic times, even though current tax revenue growth exceeds 3%, and is projected to grow by 6% in 2009!  Finally, the Governor wants to issue $3.2 billion in new debt, which nearly takes the Commonwealth to its debt capacity limit.  Prudence dictates that while the economy appears to be slowing down the leaders responsible for state government spending do likewise.  Apparently, Governor Kaine missed that memo, because in terms of state government spending, it’s full speed ahead.
I do not support the Governor’s actions as they relate to the Rainy Day Fund, or the Transportation Trust Fund.  I also believe the VA General Assembly must closely scrutinize the proposed “bond” package to determine actual necessity.  I believe the VA General Assembly can, and will, pass a budget that not only meets our obligations, but continues to place Virginia in the forefront of fiscal responsibility.

Have you driven on 64 from Richmond to here in Mechanicsville? For that matter any of the roads?, Thank Frank Hargrove! Have you seen the new road at the TGI Fridays? Enough asphalt to taxi a 747, why? The entrance is so confusing, you have no idea where to drive on the massive lane and most people drive anywhere they want!

After sending Mr. Hargrove two letters now with new concerns about the new traffic penalties levied against Virginia motorists, I have received no response from my delegate, You have to wonder what happened to Democracy.

It seems that politics has now has boiled down to a team sport where the fans of each team can forgive the misgivings of their respective teams as long as they win! Winning is everything and Democracy is out the window! Republicans don’t have to respond to non-Republican constituents, and can pretty much do anything they want to appease the donors who paid for their re-election. Or better than that, is there a connection between the politicians and their own companies? One has to wonder because fair and honest just don’t exist in today’s Virginia legislature!

It seems that Virginia is also doomed to be the last State on earth to ban smoking in restaurants. Completely dismissing the mountains of evidence proving the medical complications of smoking and second hand smoking. Proof once again of a buy out of our Delegates! One has to be blind, deaf and dumb to not realize the importance of NON SMOKING. Better than that, look at any intersection in Mechanicsville and if you can see the road through the litter , you will see billions of cigarette butts. Seems that littering is also not important enough for our police force. Of course they say, “If you don’t see it, you can’t enforce it”! I say, drive through Mechanicsville during the daylight hours and you can’t miss cigarettes flying out windows if you’re paying attention!

The amount of space Mr. Hargrove received in the Mech Local would reflect an award winning savior of Democracy and our County would be free of crime and the streets would be clean and safe, white pickets fences, yada yada yada! The reality is, “NOT”!

Smoking needs to be banned in all public buildings and Restaurants, the medical savings to the state have been chronicled in every other state.

The traffic fines levied against Virginia drivers as the New York, Maryland, Florida, North and South Carolina and Georgia drivers can do as they please has created a dangerous situation on our interstates. The roads are like crap and getting worse. The problem doesn’t stem from not enough traffic fines as it does not enough Police! The population goes up with all the unregulated building but not the police force. I don’t mind the fines as long as everyone on the highway is subject to them. And then the mains sponsor of the bill for the finers, Is also a traffic lawyer? Come on!

Then there is the Republican mantra of stealing from the poor to give tax cuts to the rich! It has depleted the tax revenue and couple that with the poor engineering and highway maintenance and you have pot holes every five feet big enough to fit a small family of groundhogs! Then using our taxes on pork and incentives for companies who don’t need incentives is just plain giving away tax dollars,. Then when poor leadership and greed lead to the companies firing employees due to millions in bonuses for CEO’s who failed, Ah the American Republican dream! Screw the people as long as those at the top get bonuses!

What is more amazing is that the Republicans call themselves the “Moral Majority”! Really? The fact that God doesn’t strike them down is a true miracle!

Business as usual is killing the real American dream.  I know I am critical in failures in public office but I get real tired of listening to the BS and then reading about how these public servants have done such a great job until you open your door and actually look!

Also the fact that I spent 20 years defending this country and my best effort was demanded at all times. I did more with less and made it work better than before; it can be done. Then to watch our troops die in an ill conceived war based on lies and a personal agenda of a mad man while our country is being gutted by a, “Rob the poor and give to the rich” government, then you get busy and try to make a change!

In a year that has seen the continuing failures in this country of education, health care, foreign relations and our standing in the world, when will we learn to stop patting these politicians on the back for poor work and demand more?

For instance, home tax assessments are continuing to go up when the prices have fallen for three years and this year is predicted to be the worst! Of course Mr. Hargrove has nothing to do with that but it a prime example of politicians loosing touch with reality!

With the amount of people in this state and the taxes levied on the poor and not on the rich; that is why we can’t afford new roads! Corporate America has seen huge profits during the last few years even though we have been at, war? It’s time corporate America and the top one percent start paying for the dream! The reason we don’t have enough revenue to build roads is because the rich Virginians don’t pay their share! And that’s the way the Republicans like it!

I think Mr. Hargrove hasn’t done right for the average Virginian, the working Virginian! Demand more, demand better of him.

I have been to http://www.hargroveforhouse.com. There is no link to a survey for constituents. Called his office and his aid had no clue! Kind of like Frank!

Ah, now the link is there but for some reason I don’t have permission to take the survey,....Why? I really think Frank is out of touch of the people, the times, and obviously technology.
