Leash law needs review

Our page one story this week of a family disappointed in court after dogs running loose killed the family feline prompts an obvious question. Does Hanover need to update its current leash laws?
Why one area of the county has a year-round prohibition on dogs running loose, and other areas do not is another question.
Who benefits from the current situation? Would it be a hardship if all dog owners were required to either leash or confine their animals in such a way that an incident like the one described on the front page of this week’s Local might be prevented?
Hanover’s Chief Animal Control Officer, Kevin Kilgore, favors an enhanced leash law.
But it remains for the supervisors to decide whether additional restraint is called for. At the very least they should take up the matter and determine if public safety requires additional animal control for the Hanover canine population.
